Caucus Responds to Constituent Concerns About Non-Police Review of Firearm Applications

Dear Colonel Brown:

I have been contacted by numerous constituents with concerns over the use of non-police personnel to process firearm purchase applications. While I appreciate the effort of the Maryland State Police to address the extensive backlog of gun applications, I do have serious questions in regards to the privacy of the citizens who have submitted  these applications.

  1. Were the outside personnel subject to the same background checks/security clearances as the MSP personnel normally tasked with entering this data?
  2. Has this data been saved to any other interface besides that of MSP? For example, if an employee from the Department of Health and Mental Hygiene entered this  data, does the Department of Health  and Mental Hygiene have this data saved on one of its computers?
  3. Now that these outside personnel have completed this data entry, are they still able to access this database?
  4. Was there a chain of custody that followed the discs containing the encrypted data? Once it left the custody of MSP, do we know who had access to each specific disc?
  5. Which agency is responsible for destroying these discs, MSP or the home agency of the personnel? What is the process for destroying said discs?
